Duluth, Minn. gambled and lost

The Duluth News-Tribune reports a Federal court ruled the Fond du Lac band is not required to make payments to the city withheld after the National Indian Gaming Commission ruled the band-city compact unlawful under the Indian Gaming Regulatory Act. City officials reportedly walked away from an earlier mediation session believing they would get a different result from the court.
