The handpay averages are pretty much the same at the end of a year from one casino to the next. (That is, total payout as a percentage of total revenue.) Size of the crowd has a great influence on the number of handpays you might see at a particular time. Layout of casinos vary greatly, and if a casino laid out in a particular format is not very crowded you might not physically witness any handpays even if they are occurring. Another huge variable is the fact that some casinos have separate areas for low-rollers and high-rollers.

What are some of the reasons why I see so few handpays at this particular casino?

At the 2 casinos that i frequent, one has many more handpays than the other because anything over $499 is a handpay, while the other place is only on W2G hits.  Oddly enough, both casinos are completely TITO equipped.
