I would like to know why I don't have access to the forum chat areas and also how can I challenge someone else?

Please see your private messages regarding permissions.As for the challenges, you can click on a player's name in the Top Scores or in the Player Directory and there will be a window that opens up containing their name, player info, and a button to challenge them.They will need to accept your challenge before you can play your hands.
