RNG Questions

The variation in posts, and comments from friends, etc., has left questions in my mind about how the RNG selects the cards upon deal, and then upon draw. Also questions about the games seeming to tighten up over time,not pertaining to pay tables, but rather to observed hands dealt .
Question #1: At the instant the deal button is hit, are 5 cards selected and dealt, and 5 more held in order pending the draw action? Or are 5 selected and dealt and RNG continues to spin with only the remaining 47 cards until the draw button is hit?
Question #2: What possible way is there to know if a VP machine is truly as "random" as we think?
Certified by the manufacturer? Certainly.
Manipulatable by the casino? Not so certain.
Regularly checked/monitored by an effective regulatory agency? Excuse me but i could hardly type that one!!
I play regularly at an Indian casino. With all the instances reported of BJ cheating at some, how could i know?
Also i have an article,from many years ago, about a glitch in Game King software, that was discovered and exploited by a pair of idiots for Millions of $ until they killed the golden goose thru sheer stupidity and greed! A fantastic story, i would share if anyone cares, but the only reason i mention it is to add emphasis to this question. Who's to know that there aren't other glitches in the software, maybe unintentional , maybe intentional, that allow manipulation of any number of things to the detriment of the player and to the advantage of the casino?? The manufacturer is in business to sell machines. If the customer asks for certain "software accessibility" ,only for "verification and review purposes" of course.
Do they get it?
Who's to know? I am not a computer geek and i am not making accusations,only asking questions.
However i have been paying attention for most of my 78 years, and government and regulatory inefficiencies are mind boggling, human greed is boundless, and in the computer age the opportunities are unlimited and the nefarious ones hard to detect.
I would love it to get answers from someone WHO KNOWS!!
For the rest of us, who DON'T KNOW, including me of course, let's sit and listen and learn.
Surely no-one can question the importance of this area of concern on the game we all love (some days) and love-to-hate (usually more days).
If i hear from no-one i will not be surprised.
