I think somebody miscalculated the payback. Using the Wizard of Odds calculator, I get 93.5%. Beau Rivage, where this is reportedly located, is not renowned for high payback vp.

Agreeing with dinghy, the payout for two pair in your list is 2 instead of the more standard 3.
