I always thought the rules and regs of Nevada casino operations (which I am sure also are similar in other States & market regions) require any casino to have more than enough cash on hand to cover ANY possible jackpot and then some....!?!? I am certain there is a MINIMAL requirement of cash on hand for all licensed & legit casinos that applies or extends to a determined dollar amount based on possible jackpots and payouts.....your statement, particularly the "obviously" qualifier makes zero sense.
Were the machines rigged back then too or just recently?

It was in the evening, but I don't think it was that late. Also it was in the Earth Casino in the old poker room in the bottom section. A 2 seater penny machine about in the middle. They now have Comix there in the upper part, but it was there below where the good pickem machines used to be.

My guess is that that particular comment was aimed at the person who recently posted about hitting a 10k jackpot at an Illinois casino. Just a guess guess.
I've pretty much stopped reading the burgers rants, but let me assure him that bars do not keep $200,000 on hand to cover such payouts. In this case, the bartender called someone and after about a half hour two armed guards arrived.
Traditional three reel slots still exists in Nevada. Was playing some coin droppers just last week.
A couple of years ago, a lady hit a jackpot of close to $1.3 million on a Wheel of Fortune machine at Main Street Station in Las Vegas. I did not actually see it hit, but was close enough to hear the commotion, and did play close to the roped off machine later.
Me and my wife were also there when that hit. $1,281,000+. Lady from Hawaii on her 3rd $100 bill into the machine. I walked over to congratulate her for that most awesome hit.
