Not a dumb question.Even though the contests are free to participate in, some states are more sensitive than others when it comes to online participation in contests.I can't say this authoritatively, but my understand is that the reason the Atlantis contest's legal requirements are different than the contests on VideoPoker.com has to do with their status as a gaming entity and sensitive issues with certain state laws. Even though it is free and there are many contests that a person might be able to legally play online, the very fact that a casino is providing the contest could change the status of the contest in some jurisdictions. It is not online gambling, but there are many sweepstakes laws that must be adhered to and these vary from state to state.Because of this, legal counsel has advised the restriction of eligibility for certain states.

That's interesting; thanks.
So it's okay for Okies to play in the regular contests here because the site isn't a casino, but not okay when a contest is hosted by a casino? Even if the site and a casino were to run the same contest with the same top prizes? Live and learn.

Well, it's all up to lawyers who know a lot more about the subject than I do.
