"Witnesses"
I usually play in the high limit room, and there are generally some nice jackpots hit in the room. Most regular high limit players who are regulars at a given casino get treated ok when it comes to jackpots.
However, there are certain casinos that have what I call the "witness" syndrome. That's when you hit a jackpot and when the payment arrives the original attendant has a pack of "witnesses" with her. Each of the "witnesses" stands there looking greedy as you tip the original attendant.
I do understand that many casinos require ONE witness to watch the hand pay. (It is also being recorded on the eye in the sky.) However, I know of NO casinos that require every friggin' attendant in the entire place to show up to witness the hand pay.
Whenever this happens to me, I generally get the original attendant off to the side and tell her that I was offended. Recently an attendant told me that it is their casino policy for X number of witnesses to observe a jackpot pay of more than $5000. I am dubious.
Regardless, this ticks me off so bad when it happens that sometimes I actually end up tipping LESS than I originally intended to.

I tried to tip the "Witness" once and he refused it and said "Give to him." referring to the guy who paid me.

What do these casino workers get paid per hour, anyway?Why do we feel obligated to give someone a tip when they are doing what they're supposed to do in their job description?We have already dished out money to earn the jackpot and now we feel we have to pay extra just to get it in our hands.And yes, the big entourage of other employees which arrives with the payout is disgusting.

It only bothers me if they're rude, essentially soliciting tips when I already tipped the paying attendant well. Happened once, I got angry, but then the next jackpot, the irritating attendant was the paying attendant. All was well, I tipped well, ignoring the opportunity to seek revenge. It's just a policy they have hoping to stop employee theft, however slight the odds, just protocol.

If the person is not in management, chances are it is at the state minimum wage. There is this saying where casino workers have to "work for tips". I would say the most deserving people for tips are the beverage serving people (aka cocktail waitresses), people who work at the food outlets who actually try to provide a good service, and the restroom janitors (though Eduardo brought up a good point it would look awkward to do so).

Around these parts chances are the person makes less than minimum wage and they rely on tips. I only tip the person making the payout to me, not the witness.

I've never had a group of people show up, how weird... These days I only tip the person who gives me money and I usually give them a $20 even if I hit a dollar royal for $4K. I've never hit one bigger than that, so I don't know what I would do. I would like to find out.
