For DDB you'd hold the inside straight.

As a general rule if the game pays back 2-1 for two pair you discard all the cards and draw 5 new ones. For games that return 1-1 for two pair you normally hold for the inside straight. As already mentioned the paytable is key to all strategy decisions.
